The City of Garland is offering an Emergency Rental Assistance Program for Garland residents who need financial assistance with rent, utilities or both. (Note: this program is NOT available to support those with mortgages). Eligible applicants may receive up to 12 months of assistance for past-due rent and/or utilities dating back to March 13, 2020. 

Submitting an application is NOT a guarantee of funding.  Nearly all applicants will be required to submit additional documents or information to their case managers to verify eligibility, as required by the federal government and the terms of this program. Promptly submitting a complete application and responding quickly to requests from your case manager will help expedite your application. 

Due to the volume of application, there is no need to call to inquire about the status of your application.

This application is free of charge to all applicants. If anyone contacts you asking for money or requests a percentage of your rental assistance award, please contact our Project Manager via email at AAyik@ccdallas.org.

The following requirements apply to both (rent assistance and/or utility assistance) EAP assistance programs and your supporting documentation must be uploaded in the 'Documents' tab: 

  1. All Households will be required to attest in writing that they have experienced a reduction in income, incurred significant costs or experience other financial hardships during the COVID-19 pandemic. Supporting documentation will be required for proof of financial impact.
  2. All households must complete and sign the Coronavirus Impact Certification, verifying financial hardship (see Documents tab). A personal statement is required to be written on this form describing the household hardship in detail. In addition to the signed certification, applicants must document reduction in income, increased costs, or other financial hardship due to COVID-19 by providing one of the following:
    • Unemployment Benefit Award letter and/or Termination/Furlough Letter from employer *voluntary termination or termination due to performance/bahavior may deem the applicant ineligible*
    • Pay stubs/bank statements showing reduction in income/hours
    • Bill(s) showing increased medical or childcare costs
  3. All household members over the age of 18 will be required to document their monthly income for two months' prior to application. Acceptable documents may include:
    • IRS Form 1040 documenting annual income (adjusted gross income) for 2020 or 2021
    • Copy of wage statements or pay stubs
    • Copy of interest statements for bank accounts or other financial assets
    • Unemployment benefits statement 
    • Social security/SSI/disability benefits statement
    • Pension statements
    • Medical documents showing increased healthcare costs or inability to work during COVID-19 due to high-risk of contracting the virus
    • Other bill(s) showing increased costs directly related to COVID-19 that prevented applicant from being able to pay rent when due
  4. Those who cannot provide documentation of income must submit a Declaration of Income Statement (See Document Tab).
  5. Self-Employed applicants must provide documentation to show the difference of income before and after being financially impacted by COVID-19, such as copies of bank statements before COVID-19 and current bank statements.  
  6. Applicants must submit their current lease agreement, along with past-due rent and/or utility bills for the month(s) of assistance being requested.
  7. Applicants must prove their household size (ex. tax return listing all household members as dependents, SNAP Benefits letter, lease agreement with all household members listed) and provide identification for all household members (ex: Social Security cards, birth certificates, State ID or licenses, passports, etc.)

You will be asked to confirm that you have read and understand the following:

  • The timeline from application submittal to funding is approximately 3-4 weeks (this varies dependent upon volume of applicants).
  • Submitting an application does NOT guarantee assistance will be provided.
  • Applicants must submit all required documents and information that are required by the federal government and local agencies under the terms of this program. Failing to do this will result in your application being declined.
  • Caseworkers will contact you to obtain additional information and/or documents needed to verify your eligibility; you must respond and provide requested documents in order to prove eligibility and receive assistance.
  • You will be given a 7-10 day timeframe to provide additional informaiton and/or documents.
  • If you do not respond to emails and phone calls from the caseworker managing you application, your application may be declined.

Restrictions  [hide this]

The following restrictions apply to the City of Garland Emergency Assistance Program: 

  1. Assistance is available only for residents of the City of Garland. 
  2. Initial assistance is provided for back-pay of rent and/or utilities dating back to March 13, 2020. 
  3. Program only provides rental and/or utility assistance; it does NOT assist with mortgages.
  4. Payments will be made directly to the landlord and/or utility vendor to be credited to the account indicated in the application.  Payments will not be made to individual applicants.  
  5. Assistance is not available to families living in units owned by immediate family members. Immediate family ties include (whether by blood, marriage or adoption) the spouse, parent (including a stepparent), child (including a stepchild), brother, sister (including a stepbrother or stepsister), grandparent, grandchild, and in-laws.
  6. Applicants must have total household income at or below (less than) 80% of the Area Median Income. Applicants with household income over 80% do not qualify.
